The intention of this position is:

The Human Resources Manager will be responsible for the routine functions of the Human Resources department including hiring and interviewing staff, administering pay, benefits, and leave, and ensuring compliance with CASA’s employment policies, processes, and practices.

Responsibilities Include:
  • Provides support and guidance to management and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations and assisting with improvement plans and terminations.
  • Executes a recruitment plan for hiring in the present and for future growth. Responsible for recruiting, interviewing, hiring, and onboarding candidates. Collaborates with departmental managers to understand skills and competencies required for openings.
  • Analyzes trends in compensation and benefits; researches and proposes competitive rates to ensure the organization retains top talent.
  • Administers and maintains the benefits, 403(b) plan, open enrollment period, and worker's compensation accounts.
  • Ensures screening of candidates is complete before their projected start date and promptly removed from systems at the time of departure.
  • Advises leadership on learning and development programs and initiatives for employees.
  • Payroll responsibilities include ensuring all employee and new hire pay-related and position-related changes are communicated by scheduled calendar dates before payroll submission.
  • Trains employees on Human Resources related topics.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Professionally and effectively communicates with external benefits and payroll partners to complete tasks.
  • Participate in advocate pre-service training within six months of hire and then in a minimum of 12 hours of ongoing education per year.
  • Other duties as assigned by your leadership.
Required Qualifications/Skill:
  • Bachelor’s degree in human resources, business administration, or a related field required.
  • Two years of human resource management experience.


Preferred Qualifications/Skills:

  • Three to five years of human resource management experience.
  • Master’s degree in human resources, business administration, or a related field, or SHRM-CP or SHRM-SCP certifications.
Knowledge, Skills, and Abilities:
  • Knowledge of employment-related laws and regulations.
  • Knowledge of MS Office applications, applicant tracking systems, Internet, and email software.
  • Skills in thoughtful written and verbal communication and excellent analytical, interpersonal, and conflict-resolution skills.
  • Skills in compassionate, professional, and efficient customer service to employees requesting assistance.
  • Skills in organization and attention to detail.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Ability to comply with processes in a fast-paced business environment.
  • Ability to work effectively and harmoniously with colleagues and stakeholders.
  • Ability to demonstrate excellent interpersonal skills and to excel as a collaborative part of an energetic team.

  • Ability to sit and work comfortably for extended periods of time.
  • Ability to lift materials weighing up to 50 pounds, walking and standing for extended periods, and bending to reach for materials.
Quality Assurance:
  • Employment files must be 100% compliant with screening requirements before new employees begin employment. Employment files may be audited before hire, after orientation, and randomly to ensure compliance.
  • Comply with National and Texas CASA standards and applicable grant requirements.
  • Pre-employment drug screening required.
  • Applicants must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility throughout employment.
  • Applicants must pass a child abuse and neglect registry check and maintain abuse and neglect registry eligibility throughout employment.
  • Possess proof of current automobile insurance and maintain throughout employment.
  • Possess a valid current and unexpired Class “C” Texas Driver’s license and maintain throughout employment.
